COCAF Through the Years

The COC Authentication System (COCAS) was first implemented in 2002. The Insurance and Surety Association of the Philippines (ISAP), PIRA's predecessor, commissioned the development of the system to address the concern regarding fake and duplicate COCs. COCAS was the industry's response to show the motoring public and the government that it has the ability to police its own ranks to ensure the safety and protection of the public.

Since then, COCAS has undergone major enhancements. In 2007, COCAF was born. This version was linked electronically to the LTO MVIS through Stradcom's COCVF. Through this link, motor vehicle information was validated against the information in the LTO database to ensure that the COC is "locked in" to a particular vehicle.

In 2010, the payment module was implemented. This enabled the advanced collection of DST and VAT for all policies. Taxes are automatically remitted to the BIR on a daily basis. This enhancement has proven that the industry is one with the government in ensuring that taxes are properly computed and paid.

Also in 2010, COCAF was connected to the IC Gateway of the Insurance Commission. Through this connection, all COCs can be directly monitored by the IC and reconciled with LTO records.

Through the years, COCAF has evolved from being a mere clearing house to a system that interfaces with the government stakeholders - LTO, BIR and IC. COCAF plays a key role in ensuring that the industry provides the motoring public with products and services that address their needs and promotes the values of integrity and good governance.
